National Energy Guarantee Draft detailed design paper released – Comment sought

The Council of Australian Governments Energy Security Board has released a draft detailed design paper Energy Security Board – Draft Detailed Design of the National Energy Guarantee: Consultation Paper on the National Energy Guarantee.

The Energy Security Board’s high level design proposal for the Guarantee was presented to a meeting of the COAG Energy Council on 20 April 2018. It was agreed the Energy Security Board should progress development of the detailed design of the Guarantee, for determination at the COAG Energy Council’s August 2018 meeting.

The draft design paper proposes a detailed view on how the Guarantee will be structured and work in practice. More detailed supporting Technical Working Papers on the key elements of the design are being finalised, and will be published on 22 June 2018

The Board seeks feedback from stakeholders on the draft Detailed Design. Submissions are due by 13 July 2018 to info@esb.org.au.

The Federal Government has also prepared a draft detailed design document, National Energy Guarantee Draft Detailed Design – Commonwealth Elements, for consultation on the design elements that are the Government’s responsibility. These include the mechanics of setting and changing the emissions reduction target, the proposed design of the emissions-intensive trade-exposed activity exemption and the potential use of offsets.

Submissions on this paper are due by 6 July 2018 to NationalEnergyGuarantee@environment.gov.au, one week ahead of the 13 July 2018 closing date for submissions on the Energy Security Board’s draft detailed design paper.
