New Australian Dangerous Goods Code Edition 7.4 – Released

The National Transport Commission (NTC) has released an updated version of the Australian Code for the Transport of Dangerous Goods by Road & Rail – Edition 7.4, 2016 (ADG 7.4) that sets out the requirements for transporting dangerous goods by road and rail.   ADG 7.4 is an important technical resource designed to help Australia’s transport and logistics industry to operate safely when handling and transporting dangerous goods.   This new edition includes changes to rules governing licensing, placards, packing and labels as well as additional products.  Other amendments include the addition of new materials to the list of dangerous goods, changes to lithium battery transport requirements, a new rule on placards and a restriction on drivers’ licences.   This edition is now more consistent with air and sea requirements for dangerous goods transport and is also more in line with overseas requirements.   This version has a transition period but its use is MANDATORY from 1 January 2017.  Until then, either the ADG 7.3 or ADG 7.4 can be used.   It is especially of importance that all members of the supply chain understand and work to the requirements of the ADG 7.4, including those that transport dangerous goods, consignor, packer, truck driver and dangerous goods transport companies, along with dangerous goods professionals and trainers.   The ADG 7.4 is to be read in conjunction with the Model Act on the Transport of Dangerous Goods by Road and Rail and specific dangerous goods transport legislation that has been enacted in the relevant state/territory.  The legislation sets out the legal requirements for transporting dangerous goods by road and rail, including the legal duties of all people and companies transporting dangerous goods, Competent Authorities powers, licensing requirements and penalties and offences for non-compliance.     AEBN Comment   The Australian Environment Business Network (AEBN) will hold the forthcoming Introductory Level  and Intermediate Level to Dangerous Goods Storage, Handling and Transport Workshops (two half day workshops) to bring you up to speed with recent changes to dangerous goods storage, handling and transport laws and requirements.   Organisations have an obligation to ensure that they are compliant with the latest dangerous goods laws and that staff receive appropriate training.   The AEBN recommends that staff receive refresher training every two to three years, and certainly when changes are introduced.
