The advertised contract role, Environmental Officer – Contract, is to support the construction of Council’s large infrastructure projects-Water Treatment Plant and Sewerage Treatment Plant.

The position reports to the Council Project Manager.

The contract role is envisaged to be for a period of 12 months with Council and is Monday to Friday -10 hour days.

Background Information:

The existing Parkes WTP servicing the Parkes / Peak Hill water supply has insufficient capacity to meet the projected demand of Parkes and Peak Hill urban areas. PWD were engaged to prepare concept design discussion papers for the proposed Parkes WTP solution.

It is also considered that it could be feasible for the existing WTP to be refurbished to provide peaking capacity, efficient water production options and additional operational redundancy.Council has budgeted $32M for these works, including a subsidy from the State Government.

The existing trickling filter STP is reaching the end of its functional life and is unable to produce high quality effluent that is suitable for use as recreational reuse. A new STP is required to cater for a design load of 12,500 EP expandable to an ultimate load of 16,000 EP and effluent quality requirements to meet reuse and discharge standards. The proposed scheme will generally comprise of an intermittently decanted extended aeration (IDEA) type plant configured to meet EPA’s “Accepted Modern Technology Standard” (Sensitive Waters Standard).

Council has budgeted for these works, including a subsidy from the State Government. The budget estimate for the STP project is $20M.

Position Summary:

The key functions of this diverse position will be to provide technical and administrative support for Councils engineering activities. As a member of the Major Projects “Project Management Office” (PMO), the Environmental Officer will be responsible for the day-to-day project development & delivery activities in accordance with Council requirements on the WTP &/or STP Projects.

Specifically, the Environmental Officer will undertake environmental assessments and monitoring of Council’s Major Projects operations / services, develop reports to ensure Council’s compliance with legislation and manage, promote and enhance Council’s alternative energy and sustainability framework.

Selection Criteria:

Candidates for interview will be selected based on the following selection criteria.

  • Bachelor of Science (Environmental) or equivalent.
  • Experience in an environmental related field.
  • Experience in conducting inspections, audits and data collection.
  • Knowledge of water cycle management and alternative energy systems.
  • Understanding of Project Management requirements.
  • Demonstrated time management and customer service skills.
  • NSW WorkCover Construction Induction (White Card).
  • Demonstrated knowledge of Microsoft Office applications, incl. MS Project.
  • Current C Class Drivers Licence.
  • Demonstrated commitment to OH&S and EEO principles.

Remuneration is by way of an agreed day rate.
