The NSW Government is proposing to enable the use of green offsets. This is where for example an industrial site can pay to reduce emissions from other generally local sites as it would be more cost effective than cutting emissions on-site. The concept has merit and many companies could benefit from its use. However, AEBN raised a number of concerns about how it will be implemented. There are a number of legal issues between the site paying and those accepting it to cut emissions from their site.
AEBN was concerned that industry will be forced by the application of load limits to pay for the pollution of other, especially non-licensed sites and diffuse pollution.
