With reference to Councils, they face challenges from developers to decisions made under the Planning and Environment Act 1987 and the Department of Sustainability and Environment's (DSE) Potentially Contaminated Land General Practice Note in relation to requirements to investiage, remediate and manage contamination as part of the rezoning and redevelopment of land.
